A working port that stopped working. The plan keeps the two grain silos, removes the 1970s customs shed, and returns the quay edge to the town by taking out the road that had been laid along it.
New building is 11% of the site. The rest is quay, water, and the ground between them.
Four phases to 2034, each one able to stop and still leave a finished piece of town. That was the only way the funding worked.
1 240 metres of quay wall restored, using the original granite where it survived and cast concrete where it did not — visibly different, deliberately.
